Depending on the type of water supply source (surface, underground), the degree of its protection and the risk of microbial and chemical pollution, the peculiarities of sanitary, ydrogeological and hydrological conditions, as well as the nature of pollutants, the boundaries of sanitary protection zones (hereinafter – SPZ) and their individual strips are established.
The boundaries of SPZ of water bodies are established by local councils on their territory in coordination with the central executive body implementing state policy in the field of water management development, the central executive body implementing state policy in the field of geological study and rational use of subsoil, the central body executive power, which implements the state policy in the field of sanitary and epidemiological well-being of the human population, regional, Kyiv, Sevastopol city state administrations, the executive body of the Autonomous Republic of Crimea on environmental protection.
The project of sanitary protection zones of water intakes substantiates the boundaries of the first (strict regime zone), second and third (restriction and observation zone) zones. In each of the three zones of the SPZ, as well as within the sanitary protection lane, in accordance with their purpose, a special regime should be established and a set of measures aimed at preventing the deterioration of water quality should be determined.
The SPZ project includes:
- determination of the boundaries of SPZ and its separate strips and sanitary protection lanes;
- development of an action plan to improve the sanitary condition of the territory of the SPZ and sanitary protection lanes in order to bring their sanitary condition to the normative level, as well as to prevent their further pollution;
- rules and regime of economic use of the territory of the three strips of ZSO and sanitary protection lanes by economic objects located on their area. The possibility of organizing SPZ should be determined at the stage of choosing the source and sites of drinking water supply facilities. The legal regime of the SPZ is determined by the resolution of the Cabinet of Ministers of Ukraine dated 18.12.1998 № 2024 “About the legal regime of sanitary protection zones of water bodies”.
